Yes. COGBox: Gears of War 2, 3 and Judgment run as native Windows ports from one launcher by Shagg88. It's playable now, and it runs natively on PC rather than through an emulator.

Is the Gears of War 2 PC port an emulator?

No. It's a native build of the game's code for PC (a decompilation, static recompilation or native port), so it runs like a PC game.

COGBox: Gears of War 2, 3 and Judgment run as native Windows ports from one launcher

Shagg's COGBox is a launcher for three native Windows ports of the Xbox 360 Gears of War games: Gears of War 2, Gears of War 3 and Gears of War: Judgment. Each game's original Xbox 360 code is translated ahead of time into C++ by static recompilation and compiled into an ordinary Windows program, so no emulator interprets the game while you play. Its own renderer draws on Direct3D 12 (Vulkan is experimental), with 1x to 4x resolution up to 5K, SMAA, FSR, DLSS and XeSS, the 30 fps cap lifted, HDR10 and 21:9 ultrawide in all three games. The creator calls it fully playable with a few hiccups. The repo opened Oct 27 and has already shipped 0.2.1 and 0.2.2 (Oct 28), with about 1,500 downloads. It goes further than the single-game Gears 2, Gears 3 and Gears: Judgment recomps already on our wire by putting all three under one roof; Gears of War 1 is left out because it already has PC versions.
