i2kiselev's FM4 Static Recomp is an unofficial native Windows version of the Xbox 360 Forza Motorsport 4: the PowerPC code is translated ahead of time to C++ by the ShiftGlue SDK (a fork of ReXGlue, which comes from Xenia) and runs on the Vulkan renderer first written for the Forza Horizon recomp Pinyon Shift. The README says the offline modes play with no known blocking problems. It renders from 720p up to 5120x2880, runs races at 60 fps up to 240 Hz displays, and has MSAA, FXAA and DLAA, an in-game graphics page, gamepad and keyboard input, and Disc 2 and DLC installed from your own folders. Version 0.3.0 on 28 October added DLSS, FSR 2 and FSR 3. Xbox LIVE and Kinect are not supported. A launcher walks you through a roughly 10-minute setup. It credits the earlier fm4-recomp project (already on our wire) as its inspiration.

How to play Forza Motorsport 4 on PC

Download FM4StaticRecomp-Launcher.zip from the latest release and extract it to a short folder path.
Run FM4StaticRecompLauncher.exe and follow its five setup steps with your own disc files.
Press PLAY, then pick an upscaler on the GRAPHICS page (F6, or Back + Start).
