Is there a PC port of

Yes. Project Pyrrhus: Killzone 2 (PS3) gets an unofficial static-recompilation PC port, first level playable by undecuple. It's playable now, and it runs natively on PC rather than through an emulator.

Is the Killzone 2 PC port an emulator?

No. It's a native build of the game's code for PC (a decompilation, static recompilation or native port), so it runs like a PC game.

undecuple's Project Pyrrhus is an unofficial Windows x64 port of Guerrilla's 2009 PS3 shooter Killzone 2, built on your PC from your own copy. The game's PowerPC (PPU) and Cell SPU code is translated to C++ ahead of time with sp00nznet's ps3recomp (pinned v0.18.0 plus the project's own patches) and compiled into a native program, with the PS3 system libraries rebuilt on PC APIs and graphics replayed on Direct3D 12. It is early and labelled partly playable: the intro movie, menus with sound and the first level run, at about 23 fps in a scripted test (the PS3 ran at 30); the rest of the campaign has not been tried. The repo opened Oct 28 and pre-release v0.1.2 shipped the same night with an installer and a portable zip. The creator says it is built by one person with AI coding agents. It follows Project Helghast (Killzone 3, already on the wire), and the README points Vulkan users to a separate Killzone 2 port, YYOzcan's Tokisaki Port.
