TMB_Recomp: Twisted Metal: Black as a native PC port

The Bozos' TMB_Recomp recompiles the PS2 car-combat classic Twisted Metal: Black to C++ with PS2Recomp and runs it on the PC itself. The game's code and sound driver run natively, and a PC renderer draws the 3D from the game's own meshes and textures, with no GS emulation. The README reports 57.7 to 60.4 fps in a match at twice the PS2's resolution, and 55.8 to 60.4 in 4-player split-screen, on a Ryzen 7 7800X3D and RTX 5070 Ti. Every Challenge arena has been played; story levels 2 to 8 are still being checked. v0.3.2 landed Nov 2. Releases are Windows only, and the launcher builds the game on your PC from your own disc.
