pc_decomp_ut3: Unreal Tournament 3 statically recompiled into a native Android game

phys-winner's pc_decomp_ut3 is a native Android ARM64 port of Unreal Tournament 3 (PC, 2007). It statically recompiles the original 32-bit x86 executable and DLLs to C, compiles that for AArch64, and adds an Android stand-in for Win32 and Direct3D 9, so no x86 emulator runs on the phone. Version 0.2-dev shipped on Nov 2. Renderers include OpenGL ES 3.2 on every device, DXVK on Vulkan 1.3 drivers, and DXVK on Mesa Turnip for Adreno 6xx/7xx. The launcher has touch controls with an editable layout and vehicle profiles. It is a dev build, and the repo contains no original executables, DLLs, game assets or the C generated from them: every input is checked against the Steam build.
