OpenRAC: Ratchet & Clank PS2 decomp and PC launcher, v0.10.0

OpenRAC is a matching decompilation and PC port project for the PlayStation 2 Ratchet & Clank games, decompiling them back into C and rebuilding them for Windows, macOS, Linux and Android. Its launcher reached v0.10.0 on 30 October: point it at your own disc images (.iso or .chd), press Play, and it sets the games up for you, with no game ever downloaded. Its progress table tracks Ratchet & Clank (PAL, plus the Lombyte Project for NTSC), Going Commando and Up Your Arsenal, with live percentages on openrac.dev. It joins the Rust-based rac-rs and the earlier native Ratchet & Clank port already on the wire.
