Is there a PC port of

Yes. Savage Wind Recomp: Breath of the Wild (Switch) statically recompiled for Windows and Linux by Revivedx. It's playable now, and it runs natively on PC rather than through an emulator.

Is the The Legend of Zelda: Breath of the Wild PC port an emulator?

No. It's a native build of the game's code for PC (a decompilation, static recompilation or native port), so it runs like a PC game.

Q: Do I need my own copy of

Savage Wind Recomp: Breath of the Wild (Switch) statically recompiled for Windows and Linux

Revivedx's Savage Wind Recomp statically recompiles the Switch version of The Legend of Zelda: Breath of the Wild (v1.8.2) into a native Windows and Linux app. Alpha 2 (v0.2.0-alpha.2) landed today and plays the Shrine of Resurrection and the Great Plateau at 60 fps, with sound, voices, the HUD and saving. Nobody has played past the Plateau on it yet, so expect crashes further in. It builds on LAS Recomp, the Link's Awakening Switch recomp, and the creator says it was made almost entirely with Claude Code. It's a different route from the Wii U-based BotW Recompiled for iPhone and Mac we covered on 17 October.
